Permission for inter-state travel not intended for individuals who do not usually live in areas other than the native place: MHA

The Ministry of Home Affairs has given a clarification on the order enabling inter-state movement of individuals stranded due to lockdown.

"It is clarified that order regarding movement of persons amid lockdown is not extended to those categories of persons who're otherwise residing normally at places other than native places for purposes of work etc. & those who wish to visit their native place in normal course” said Home Secretary Ajay Bhalla IAS.

He added that the relaxation was not meant for “such distressed persons” and is not extended to "those categories of persons, who are otherwise residing normally at places other than the native places for purposes of work etc. and who wish to visit their native places in normal course".

It was on 29 April that the Home Ministry approved the interstate movement of migrant workers, students, pilgrims, visitors, etc., who had been stranded in different places due to  lockdown. The order provided guidelines for the appointment of nodal officers to the States / UTs to facilitate such movement.

Only individuals who are asymptomatic of COVID-19 have been permitted to travel.On 1 May, the MHA allowed the movement of these stranded persons by special trains.
