UGC Guidelines for Universities and Colleges to reopen for old students from Aug 1, for new students from Sept 1, 2020

The University Grants Commission said the new academic session may commence from August 1 for old and on September 1 for new students.

Furthermore, the UGC announced that the exams will be held in July for terminal semester students. “There will be a COVID-19 cell in every university that will be empowered to solve student issues related to academic calendar and exams,” it added.

Universities will conduct exams for the intermediate semester/year examinations after a comprehensive assessment of their preparedness level, student residential status, COVID-19 pandemic spread status in various regions/state, and other factors.

In the event that the situation is not normal in view of the COVID-19 crisis, the grading can be composite of 50 percent marks on the basis of internal evaluation and the remaining 50 percent marks can be awarded on the basis of previous semester results. Where marks are not available for the previous semester, particularly in the case of the first year of the annual pattern of examinations, 100% assessment should be based on internal marks for the intermediate semester/ year examinations.

The higher education sector regulator said, “Universities may adopt alternative and simplified modes and methods of examinations to complete the process in a shorter period of time. Universities may adopt efficient and innovative modes of examinations by reducing the time from 3 hours to 2 hours”.

According to the new guidelines, the universities may conduct practical exams and Viva-Voce via Skype or other meeting apps, and in case of intermediate semesters, the practical exams may be administered during the ensuing semesters.

Holding July as a vacation month, the UGC said that when the next session starts from August, universities will follow a six-day-week schedule.

The UGC has also recommended that universities create a proforma to record the travel or Stay history of staff members and students during the period when they were out of university due to lockdown.
