The Supreme Court’s E-committee releasesModel Rules for live-streaming and recording of court proceedings

E-committee of the Supreme Court, released the draft of Model Rules for live streaming and recording of the court proceedings on public domain. The Model Rule were framed by the Judges of High Courts of Bombay, Madras and Karnataka.

The committee considered the principles set forth in the Supreme Court's decision in Swapnil Tripathi v Supreme Court of India, (2018) 10 SCC 639 : 2018 SCC OnLine SC 1667, which included concerns about litigants' and witnesses' privacy and confidentiality, business confidentiality, and prohibitions or restrictions on access to proceedings or trials imposed by Central or State legislation.

The Chairperson of the committee, Justice DY Chandrachud, wrote to all the Chief Justice of the High Courts to give their inputs and suggestion accordingly. The letter states that the right to access to justice and the live proceeding of the Courts is guaranteed under Article 21 of the Constitution of India. The E-committee considers that a judicial system should be more accessible, efficient, and equitable to all the citizens.

The e-Committee, in collaboration with the Department of Justice of India, is implementing the National Policy and Action Plan for Information and Communication Technology (ICT) in the Indian Judiciary.
