SC: Centre in 'sheer contempt' for not framing Cauvery management scheme

New Delhi: The Supreme Court bench led by CJI Dipak Misra made scratching remarks against centre for not following SC's order to frame rules regarding Cauvery Management Scheme and called it "sheer contempt" of its February 16 verdict.

The SC made such comments when AG K K Venugopal told the bench that due to Karnataka elections members of Union cabinet have been busy campaigning, so cabinet meeting could not be called to frame rules regarding Cauvery management scheme.

The apex court had delivered a verdict on February 16 and asked the Centre to formulate a scheme to ensure compliance of its judgement on the decades-old Cauvery dispute within six weeks. It raised the 270 tmcft share of Cauvery water for Karnataka by 14.75 tmcft and reduced Tamil Nadu's share, while compensating it by allowing extraction of 10 tmcft  groundwater from the river basin, saying the issue of drinking water has to be placed on a "higher pedestal".

The bench ordered the Union water secretary to personally appear before the court with the draft plan in the next hearing on May 14.

The AG's plea for adjournment of the case till May 14 was vehemently opposed by senior advocate Shekhar Naphade, appearing for Tamil Nadu government. He submitted that the state was facing acute water shortage and still not getting its due share. He said Centre has taken their state for a ride and should be tried for contempt.

The AG said this is a sensitive case and needs proper deliberation.The AG said ruling had led to violent protests earlier, so he is seeking time till May 14.
