Delhi HC CJ frames Scheme for Redressal of Grievances of Bar Members

To ensure effective and efficient justice delivery system, Delhi HC CJ Rajendra Menon has framed a scheme for redressal of concerns of members of the Bar Association at the district and the high court level.

The scheme was notified by an order of the Delhi High Court Chief Justice on October 10, this year.

The order states that during the course of functioning of the justice delivery system often issues crop up between the Bar and the Bench that needs to be resolved to ensure smooth working of the court system. And thus, it was decided, after due deliberations, to frame a mechanism that provides a Redressal platform to resolve the issues concerning the Bar and the Bench.

The order reads:

An effective and responsive justice delivery system is quintessential of a democratic State. In order to make the justice delivery system effective and responsive, it is necessary that there must be coordination amongst all its stakeholders. This is possible only if there is a free flow of exchange of views and mutual understanding between the Bar and the Bench on matters relating to the smooth functioning of the judicial system.”

The order further states that:

After due deliberations, it has been decided to set up a permanent mechanism to provide a platform for resolution of the issues concerning the Bar and the Bench.”

The scheme also visualizes setting up of three committees at various:

  1. A Committee at the District level to redress grievances of District Court Bar members,
  2. A Committee at the High Court to monitor redressal of concerns of District Court Bar members,
  3. An apex committee at the High Court for redressal of the concerns of members of the Delhi High Court Bar Association (DHCBA) and smooth functioning of the High Court.

These committees have been empowered to handle recommendations for the smooth functioning of the courts and to facilitate an amicable resolution of issues concerning of the members of the Bar and the Bench.
