Bihar Government Standing Counsel in Supreme Court for 11 years resigns

Bihar's standing counsel, Gopal Singh, in the Supreme Court for 11 years, has resigned, reportedly because of the recent nominal increase in his fee for representing a case, according to a report published in TOI.

Following Singh’s resignation, additional standing counsel for the state Manish Kumar has also quit on Saturday shortly after the latter was asked by the state government to take care of the cases handled by Singh in the top court.

When contacted by TOI over phone, Singh said,

Yes, I resigned on August 24 and the state government accepted it on Friday.”

However, when asked about the reasons behind his resignation, Singh refused to disclose any details regarding the same.

But according to sources close to Singh, he quit as he was disappointed with no increase in his annual retainership fee for the past several years.

The state government gave him only a 50% hike in fee for appearing in one case before the Supreme Court”, a source was quoted as saying.

In fact, the source further added that, “While he was getting a nominal amount for appearing in a case, the state government was spending several lakhs on other counsels briefed by Singh for a single appearance.”

Moreover, even as the recommendations of the two pay commission got implemented in the state, Singh as standing counsel in the apex court was almost left neglected. Following which, Singh had reportedly met the Chief Minister with a request to free him from his responsibilities.

The source also said that, other than Singh, many other law officers conducing cases on behalf of the state government before the Patna High Court are upset with the way their hearing fee was increased recently, resulting in a situation that made them earn less compared to what they used to get previously for a single appearance.
