The Bar Council of Delhi on August 26, had issued an official notice stating that around 4,778 advocates on its roll had not cleared the All-India Bar Examination (AIBE) since 2010 and consequently the Bar Council had asked all the bar associations of Delhi to make sure that the said advocates were abstained from practicing before the court or to vote in any Bar elections.


Thereafter, the BCD informed and admitted that there have been substantial omissions in the list of 4,778 advocates and name of numerous members who had passed AIBE and obtained Certificate of Practice were erringly mentioned in the said list which was circulated to all the concerned authorities.


The BCD also requested the advocates whose names were mentioned in the list to WhatsApp their Enrolment Certificate and COP on the numbers provided by the BCD for this purpose and necessary corrections would be made in the list accordingly.


In the latest development in this context, the BCD today issued another letter addressing to Supreme Court, Delhi High Court, Tribunals and District Courts to refrain from taking action upon the notice dated 26.08.2019 until further instructions. The letter states:


"Kindly refer to our letter…dated 26.08.2019 regarding a list of 4,778 Advocates, who were said to have not cleared All India Bar Examination, conducted by Bar Council of India. In this behalf, this is to inform you that in view of some discrepancies having come to our notice in the said list, the said letter dated 26.08.2019 may not be acted upon until further communication."

AIBE is a national-level examination conducted by Bar Council of India to assess whether 'provisionally enrolled advocates' or fresh law graduates have the aptitude to practice law. After clearing AIBE, a Certificate of Practice is issued to enable an advocate to permanently practice law in the Courts.
